Rural Housing Enabler Project

Rural Housing Enablers are independent advisors who work with communities to support the development of affordable housing schemes in small rural communities (under 3,000 people). Working with communities, parish councils, local authorities and housing providers they will:

​

  • help identify where there is real housing need

  • look for suitable exception sites outside current plans

  • support site owners and community representatives to navigate the planning system

  • create developments in rural areas that meet the needs of local people

​

Our Rural Housing Enabler will focus on expediting delivery of schemes with 100% affordable homes, in parish communities of around 3000 people. We will work with communities, landowners, Registered Providers and Herefordshire Council to identify rural exception sites and facilitating local housing needs surveys with parishes.

Building a Stronger Future: Progress of the Rural Housing Enabler Project in Herefordshire & Worcestershire

​

Across the beautiful rural landscapes of Herefordshire and Worcestershire, communities are facing a challenge that threatens their long-term vitality: the lack of affordable housing. Young families, key workers, and older residents alike are finding it increasingly difficult to remain in the villages they grew up in or have given so much to. Without action, many rural communities risk losing their character, diversity, and sustainability.

That is why the Rural Housing Enabler (RHE) project is gaining such momentum—and why the progress we are making together is so encouraging.

​

Rising Demand for Housing Needs Surveys

In recent months, there has been a marked increase in requests for Housing Needs Surveys. This is a clear sign that communities recognise the urgency of understanding their own housing needs and are prepared to take positive steps toward solutions.

These surveys are the essential first step in identifying the types of homes local people truly require—whether that’s smaller, accessible properties for older residents wishing to downsize, or affordable family homes to help the next generation put down roots.

A Growing Network of Collaboration

One of the most exciting developments has been the creation of a collaborative forum, bringing together local councils, housing organisations, community groups, and other key stakeholders. Crucially, there is also active engagement with national government to secure the right policy framework and funding support to turn local ambition into real, deliverable housing schemes.

​

At the heart of this work is a clear shift toward a community-led approach. Rather than housing being something done to rural areas, it is now being shaped with and by them.

Communities are being empowered to take ownership of their future—guiding where homes are built, what types of homes are most needed, and how developments can best serve the long-term wellbeing of local people.

This ensures that solutions reflect the unique character of each village or parish and helps build stronger community buy-in and pride.

Why This Work Matters

The challenges we face are real. House prices in rural areas often outpace wages, pushing local people out of the places they call home. Essential workers—nurses, carers, teachers, and agricultural workers—struggle to live near where they work. Without affordable housing, schools risk losing pupils, local shops and pubs risk closure, and communities risk becoming hollowed out.

But the good news is that we can change this. With the momentum already building, and with communities leading the way, we now have an opportunity to shape a future where rural areas are places where everyone—young or old, lifelong resident or newcomer—can thrive.
