STP update 2

In our second update we wanted to draw your attention to some of the other leads who are responsible for the work-streams which have been developed to deliver our local plan. As a reminder both Worcestershire and Herefordshire health and care systems are working together to support the development of our STP.

The first part of the planning process is to ensure we have a collective understanding of the gaps in relation to Health and Wellbeing, Care and Quality and Funding and Efficiency, known as the triple aims. We hope to have some early headlines of the key priority areas arising from this work in the next few weeks and in time for our first formal submission around the progress of our plan on 15th April 2016.

As a reminder the work-stream CEO sponsor and leads for these are:

  • Health and Wellbeing – Simon Hairsnape (Chief Officer, NHS Herefordshire CCG) and Rod Thomson, Director of Public Health, Herefordshire Council
  • Care and Quality – Dr Carl Ellson (Chief Clinical Officer, NHS South Worcestershire CCG), Mari Gay (Interim Chief Operating Officer, South Worcestershire CCG) and Marie Crofts (Director of Nursing, 2Gether FT)
  • Funding and Efficiency – Simon Trickett (Chief Officer, NHS Redditch and Bromsgrove and NHS Wyre Forest CCGs) and Robert Mackie ( Director of Finance, Worcestershire Health and Care NHS Trust)

There will be a number of work-streams focusing on clinical pathway areas such as cancer, mental health and maternity services . We will confirm the leads for these discussions shortly but please note that the role of these leads is to coordinate key people and ensure all organisations are able to participate in the discussions through nominated representatives. Individuals have also been agreed to lead on a variety of enabling work-streams to achieve delivery of the STP:

The enabling work-streams and their leads are outlined below:-

  • Communications & Engagement  – Sue Harris (Director of Strategy and Business Development, Worcestershire Health and Care NHS Trust) and Peter Pinfield (Chair, Worcestershire Healthwatch)
  • Workforce - Dr Simon Rumley (Clinical Chair, NHS Wyre Forest CCG) and Frances Martin (Integrated Care Director for Worcestershire)
  • Organisational Development - Shaun Clee (Chief Executive, 2gether NHS Foundation Trust)
  • Finance - Robert Mackie (Director of Finance, Worcestershire Health and Care NHS Trust)
  • Estates – Clare Marchant (Chief Executive, Worcestershire County Council) and Herefordshire representative TBC
  • IT/Digital – Midlands and Lancashire Commissioning Support Unit – TBC

Independent Chair named
In addition to this, Mark Yates has been named as Independent Chair of our STP. Mark is former Chief Fire Officer at Hereford and Worcestershire Fire and Rescue Service and so has a good local knowledge of the patch and is well respected across both counties.

So far…

We have now agreed:

  • the governance arrangements and processes needed to produce an agreed STP and begun to implement it and
  • the processes to scope the scale of the challenge locally for each of the three gaps (Health and Wellbeing, Care and Quality and Funding and Efficiency).

Next steps:
The focus initially will be on identifying the detail of the three gaps (Health and Wellbeing, Care and Quality and Funding and Efficiency) and then subsequently the focus will shift to discussing how we can meet the gaps identified and agree a plan to take this forward over the next five years. Each area must submit their STP by June 30th 2016.  This plan will outline what we want to do as an economy and will be followed by more detailed discussion around implementation.
